The proposed Energy Department budget for fiscal 2018 "would hinder not just wind and solar power advances, but a whole range of clean energy and [clean tech] innovations the nation needs to stay competitive, secure and prepared in a rapidly changing world," writes Emily Reichert, CEO of Greentown Labs. The proposed budget would cut the Energy Efficiency & Renewable Energy Office's spending by more than 70%.

Farm, wind advocates continue to rally against S.D. turbine siting rule
Farmers and Friends For Wind continues to rally against a new rule under consideration in Lincoln County, S.D., that would require turbines to be setback at least half a mile from residential properties. "In the future, Lincoln County landowners will have almost no ability to use their land for wind towers since the new setback limits prohibit wind towers on almost all of the land in Lincoln County," it said.

Analysis: Berkshire Hathaway's Oncor buy could advance wind
Berkshire Hathaway Energy may advance its goal of spending $30 billion on renewables through its acquisition of Oncor Electric Delivery -- Texas' largest transmission company, writes Mitchell Schnurman. Berkshire currently controls wind and solar projects in Texas and seven other states.

NextEra acquires rights to build Ore. wind farm
NextEra Energy has acquired the rights to build the 292-turbine Wheatridge Wind Energy Facility in Oregon's Umatilla and Morrow counties from Swaggart Wind Power, said the company. The project "will create tremendous economic opportunities for the region as well as bring more low-cost, emission-free energy to Oregon," said a NextEra spokesperson.

N.D. wind farms begin implementing aircraft detection lighting bill
New and existing wind farms in North Dakota are required to install aircraft detection lighting systems in all turbines following the April passage of a bill calling for the changes. Wind on the Wires Regional Policy Manager Chris Kunkle said that developers will be able to incorporate the expense into the cost of future projects, but that retrofitting exiting wind farms could be very costly.

EDF Renewables acquires 11 projects in Scotland
Asset management firm Partnerships for Renewables has sold 11 wind farms with a combined capacity of 600 megawatts in Scotland to EDF Energy Renewables, the companies said. "This deal underlines our ambitions to develop our business further and to expand the number of wind farm projects we are developing," said EDF CEO Matthieu Hue.

The Omaha Public Power District will source about 40% of its electricity from wind once NextEra Energy Resources' 160-megawatt project in Wayne County, Neb., begins operations by the end of 2019, said OPPD President and CEO Tim Burke. "We're not only diversifying our wind generation across the region but diversifying across different developers, as well," he added.
