Editorial: N.C. wind moratorium would hinder clean energy progress
Renewables and energy efficiency investments have pumped $9 billion into North Carolina's economy and created almost 47,000 jobs over the past 10 years -- the progress of which could be lost if the state moves forward with its proposed moratorium on wind development, writes the editorial board of the Capitol Broadcasting Co. "[Gov. Roy Cooper] should demand the legislature strip out the wind provision and send him a bill that he can sign, like the legislation as it was passed by the state House," it writes.

Greenbacker unit buys 10.5-MW project in Idaho
A unit of Greenbacker Renewable Energy has purchased the 10.5-megawatt Fossil Gulch project in Hagerman, Idaho, according to the company. The project has a 20-year power purchase agreement with Idaho Power.

Consumers Energy breaks ground on Mich. project
Consumers Energy has broken ground on its 19-turbine Cross Winds Energy Park II in Tuscola County, Mich., three years ahead of schedule, according to the company. It added that it plans to wrap up construction by the end of 2017 and launch it in January 2018.

Australian firm to build 54-MW wind farm
Australian electricity company Tilt Renewables has confirmed that it plans to build a 54-megawatt project in Victoria, Australia, featuring 15 Vestas V126 3.6-MW turbines. Construction on the Salt Creek wind farm will take about 12 months, said Tilt.

Brazil won't offer any new leases for wind, solar, says deputy minister
The Brazilian government canceled its auction for new wind and solar licenses in 2016 and doesn't plan to offer any new licenses in 2017, despite industry requests, according to Deputy Energy Minister Paulo Pedrosa. He attributed the decision to a stagnant economy and weakened demand for electricity.

The German government has updated its Wind Energy at Sea Act, banning negative bids from competing in next year's 1.6-gigawatt offshore wind leasing round. Observers say that Germany's April auction was won by zero-support bids and the decision will prevent a downward spiral into negativing pricing.
