National News

1) CDS Int'l. and ACORE Launch Summer Renewable Energy Internship Program in Germany
Recently, CDS has partnered with ACORE to launch a new renewable energy internship program in Germany this summer.

2) A Conversation with PTI's Dr. Lynn Webb on Certification Services
Since 2003, when NABCEP offered its first certifying exam, NABCEP has used Professional Testing, Inc. (PTI) as a full-service provider of assessment, evaluation and certification services. Because this facet of certification is complicated and frequently misunderstood, NABCEP visited with Lynn Webb, Ed.D, psychometrician at PTI, to learn how it works with a client like NABCEP to develop highly specific certifying exams for PV and solar thermal. This conversation is the first in a series of interviews with Dr. Webb at PTI.

3) ASES Small Wind Division Hosts First Webinar on Zoning for Small Wind
On January 17th, 2008, the American Solar Energy Society's Small Wind Division hosted the first in a series of webinars on zoning for small wind. Megan Amsler, Co-Chair of ASES's Small Wind Zoning Subcommittee, introduced Jim Green from the National Renewable Energy Laboratory, who provided a thorough overview of small wind zoning practices nationwide. More than 80 people attended the webinar. A second webinar is planned for March.

4) SunEdison Simplifies Solar by Pushing Adoption of Utility-Industry Standards
SunEdison, North America's largest solar energy services provider, announced a significant step in simplifying solar across North America by beginning integration of more than 3,300 electric utility-industry standards in the engineering, construction, deployment, and maintenance of photovoltaic systems.

5) Solar ABCs: A Primer
The Solar ABCs is one of the major projects of the U.S. DOE's Solar America Initiative (SAI) Market Transformation efforts. The Solar America Board of Codes and Standards (Solar ABCs) is a central body to address solar codes and standards issues. Its activities improve the responsiveness, effectiveness, and accessibility of solar codes and standards to U.S. PV stakeholders at all levels.

State & Local News

6) CA: Munis Participating in CSI Provide PV Rebates
Scroll down the California page on the DSIRE site to see the municipal utilities and their rebate programs.

7) CA: The Market Value and Cost of Solar Photovoltaic Electricity Production
A new paper by Severin Borenstein from the University of California Energy Institute's Center for the Study of Energy Markets Working Paper Series (CSEM WP-176) attempts to do a more complete market valuation of solar PV by incorporating the fact that power from solar PV panels is generated disproportionately at times when electricity is most valuable due to high demand and increased line losses.

8) MI: Renewable Energy Training for a Renewable Energy Workforce
The Great Lakes Renewable Energy Association (GLREA), located in Dimondale, Michigan, is a non-profit organization that educates, advocates, promotes, and publicly demonstrates renewable energy technologies in Michigan. Since 1991, GLREA has been offering training and renewable energy programs around the state of Michigan. IREC visited with Jennifer Malinowski, GLREA's Program Manager, to learn more about GLREA's educational offerings.

9) OH: Solar Shades Athens MS
Athens, Ohio was the site of a perfect storm - a perfect solar storm. Dr. Paul Grippa, principal of Athens Middle School, received a call a few years ago to see if he was interested in getting a solar system installed on his school. "Absolutely!" "American Electric Power donated the solar panels as part of AEP's Learning from Light Initiative and the project took off," according to Glen Kizer, President of the Foundation for Environmental Education.

10) Puerto Rico: 1-MW Net Metering Available for Nonresidential Systems
Puerto Rico enacted net-metering legislation in August 2007, allowing customers of Puerto Rico Electric Power Authority (PREPA) to use electricity generated by solar, wind or "other" renewable-energy resources to offset their electricity usage. This law applies to residential systems with a generating capacity of up to 25 kilowatts (kW) and non-residential systems up to one megawatt (MW) in capacity.

11) WI: Madison Gas & Electric Offers Production Incentive for Customer-Owned PV
Customer generators in the Madison Gas & Electric (MGE) green power purchase program (Green Power Tomorrow) are eligible to receive a special rate for the power produced from solar photovoltaic (PV) systems. Under this program, the electricity produced from 1 to 10 kilowatt (kW) PV systems will be purchased by MGE at a rate of $0.25/kilowatt-hour (kWh). This rate will apply to all electricity produced by the system, as opposed to net consumption.

News from Solar America Cities

12) City of Austin: Teams Up with Austin Energy
The City of Austin, one of the first of 13 cities to be awarded a DOE Solar America Cities grant, has teamed up with Austin Energy to provide a comprehensive strategy to transform the market for solar and other clean energy technologies locally and regionally, and to serve as a model for such market transformation nationally.

14) Hawaii Transportation Facilities Issues RFP; Seek Photovoltaics
State of Hawaii Department of Transportation's Airports Division issued a Request for Proposals in December 2007 for the design, construction, operation and maintenance of photovoltaics on facilities statewide. Photovoltaic (PV) arrays are desired for airports, harbors, highway base yards and adjacent facilities such as the Foreign Trade Zone. Over 3.4 million square feet of space are available for the installations, which could generate up to 38 MW and displace over 100,000 barrels of oil. The PV arrays are to be designed so that all generated electricity will be used on site except possibly for systems at the Kalaeloa Airport and the Foreign Trade Zone, which provide opportunities to sell excess power. Roof arrays, trackers, and shade canopies for vehicular and aircraft parking are the types of installations sought. For instance, at the Kona International Airport at Keahole, photovoltaics envisioned as a cover for a new parking deck could be sufficient to provide the airport with approximately one-fifth of its energy needs. Proposals are due to the Department of Transportation on January 25, 2008. Indications of intent to propose were due December 28, 2007. Questions about the solicitation should be directed to Jeff Chang at 808-838-8825.

15) SMUD Releases 2008 Renewable Energy RFO
On January 4, 2008, The Sacramento Municipal Utility District (SMUD) released a Request for Offers (RFO) of renewable energy for power purchase agreements (PPA). Proposals are due April 7, 2008.
